LONDON – WikiLeaks founder Julian Assange on Monday won the first stage of his effort to overturn a United Kingdom ruling that opened the door for his extradition to the United States to stand trial on espionage charges.

Justices won’t hear proxy vote dispute

WASHINGTON – The Supreme Court has rejected a challenge from House Republican leader Kevin McCarthy to the proxy voting system that Democrats put in place in response to the coronavirus pandemic. McCarthy had sought a declaration that proxy voting, an absent representative giving authority for someone in attendance to cast his or her vote, was unconstitutional.

4 injured in shooting in Germany

BERLIN – A lone gunman wounded four people, some of them seriously, during a lecture at Heidelberg University in southwestern Germany on Monday, police said. Police said the shooter was dead but didn’t give details of how the death happened.
