Commission forced to reaward bond bid

The Harvey County Commission met in a special session Thursday afternoon to open and award a bid for bonds worth $918,500.

The commission awarded the bid to the second lowest bidder, which was Midland National Bank of Newton for an interest rate of just more than 3.99 percent.

However, after the meeting, John Waltner, special project’s director for the county, found out from bond council that state statute requires the county to award the bonds to the lowest bidder.

Waltner said the commission wanted the local institution to get the bid, but the law stipulates otherwise.

The lowest bid came from a Kansas company, Cooper, Malone and McClain. The difference between the two bids amounted to $1,868 in interest.

The commission will have the bid award on its Monday agenda, at which time Waltner said the commission will officially award the bid to Cooper, Malone and McClain.

“(Midland) was disappointed, but they understood,” he said.

About $717,000 of the bond money will go for improvement for the Schaben Industrial park near Interstate 135.

The rest will go to finance the purchase of property the county bought in the 100 block of East Seventh Street across from the courthouse to build additional parking
