On Thursday morning, Carman Simon with the State of Kansas Animal Health Department unloads dogs seized from Bobbie Rayburn at a breading operation near Douglass in Butler County. A total of 120 dogs were seized, which included nine unweaned puppies, said Debra S. Duncan, director of the Animal Facility Inspection Program with the State of Kansas Animal Health Department.
