A number of the questions I asked publicly a few weeks ago are answered below by Shawn Sullivan, Secretary of KDADS.

According to conversations I've had with Secretary Sullivan, there is indeed a "Backup Plan" if the current KanCare Transition fails. The "Backup Plan" would be to return to the old system.

Other issues addressed were:

· Individuals served will be able to continue to utilize their local TCM. There is no plan by the Administration to change this in the future. · The MCOs do have experience with long-term services and supports in other states. The staff they have in place leading their I/DD roll-out have a significant amount of I/DD experience in Kansas. · The opportunities we see for improvement in the next few years within KanCare are: o Better care coordination, especially for persons with chronic conditions or multiple needs such as behavioral health o More flexibility in what services the MCOs pay for. This especially relates to additional in-home supports for those that need it to stay home (per their choice) instead of going to a residential setting and also employment supports. · The payment to providers, including small providers is of paramount importance to the State and MCOs. We can provide info on the first 7 weeks of KanCare for I/DD to show this has gone well. · We will continue to utilize the current service providers, TCMS and CDDOs and they will remain a viable system. If there's anyone in the I/DD Community that is in need of services they're not receiving, please contact Secretary Sullivan or the KanCare Ombudsman.
